PROCESS INTENT

When you apply to this selection process, you are not applying for a specific job, but to an inventory for current and future vacancies across Canada. As positions become available, applicants who meet the qualifications may be contacted for further assessment.

This is a continuous intake to create and maintain an inventory, as well as, to establish partially assessed pools for permanent or temporary opportunities that may arise. During the application process, you will be asked to identify which level(s) and location(s) you wish to be considered for.  

Please review the list of duties and experience qualifications below to assist in determining which levels best match your qualifications. Essential experience is required for the position.  Asset experience may be used to determine the best fit for a given position.  As part of your application, you will be asked to provide information on how you meet the qualifications.

 

ESSENTIAL QUALIFICATIONS (required for position)

ESSENTIAL EDUCATION (all levels)

Degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Note: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

ESSENTIAL EXPERIENCE

EC-03: Policy Analyst:

As a Policy Analyst, you will review the directions provided by the supervising Policy Researcher and then design and carry out assigned research projects which typically form part of larger studies in various fields of economics or sociology, Indigenous claims or Indigenous or Northern policy.

Required Experience:

  • Experience* in researching, analyzing and interpreting data to provide advice and/or recommendations.

*Please note that the experience can be gained in a variety of settings including, but not limited to: school, full or part time employment, volunteer or charity work, work within your community or Native Friendships Centers, life experiences or similar areas.

EC-04: Policy Officer:

As a Policy Officer, you will review the terms of reference, design and carry out assigned research projects.  You will analyze and interpret quantitative and qualitative data informing research projects.   

  • Experience in contributing to the development of policy related documents that may include research reports, briefing notes, analysis reports or decks for management. 
  • Experience in preparing or supporting the development of positions (stance) on issues involving two (2) or more stakeholders**.

** This may include clients, management, external partners or various levels of government.

EC-05: Policy Analyst / Researcher:

As a Policy Analyst / Researcher, you will plan and carry out complex research projects in an assigned area of specialization and/or plan and conduct environmental scans. 

  • Experience in leading or co-leading the development of policy documents that may include report of plans and priorities, performance reports, progress reports, or annual reports.
  • Experience in conducting policy research and analysis and providing advice to management (supervisory level and above).
  • Experience in preparing or supporting the development of positions on issues involving two (2) or more stakeholders**.
  • Experience in developing and maintaining external partnerships with two (2) or more stakeholders** from one (1) or more sectors***

** This may include clients, management, external partners or various levels of government.

*** This may include community, government, academia, etc…

Showing initiative and being action-oriented - Definition: Ability to identify and assume the responsibility of addressing the situation including proactively acting on potential opportunities or issues and proposing options and recommendations increasing the likelihood of the desired outcomes being reached.

Indigenous Cultural Awareness - Definition: Ability to work respectfully, knowledgeably and effectively with Indigenous people. It is noticing and readily adapting to cultural uniqueness in order to create a sense of safety for all. It requires a genuine, non-controlling approach and relies upon demonstrated integrity and transparency.

  • Experience working on intergovernmental issues or with Federal/provincial-territorial bodies.
  • Experience in supporting or leading research on legislative or regulatory issues.
  • Experience providing advice or recommendations on economic, fiscal policy, lands or gender policy.
  • Experience in working on committees, consultation processes, or negotiations consisting of government officials and external stakeholders which may include representatives of provincial, territorial, or Indigenous governments or organizations.
  • Experience in leading project teams or working groups.
  • Experience in interpreting financial data.
  • Experience in complex research, using archival documents, historical maps, and databases.
  • Experience delivering grants and contribution files and / or using Grants and Contribution Information Management System (GCIMS).

ASSET ABILITY (all positions)

  • Ability to speak an Indigenous language
 
 
OPERATIONAL REQUIREMENTS (all levels)
 
  • Willing and able to work overtime as required.
  • Willing and able to work overtime on short notice.
